Two coordinated pathways to a healthier
Carroll County

Our behavioral health work runs along two connected tracks. Choose a pathway to explore how we help, who to
contact, and where to find meeting agendas, minutes, and resources.

Continuum of Care: Substance Use and Recovery in Carroll County

Carroll County Coalition for Public Health (C3PH)

Substance use affects individuals, families, and communities in ways that are deeply personal and far-reaching. In Carroll County, C3PH works to ensure that no one facing a substance use challenge has to navigate it alone. Our Continuum of Care (CoC) work builds a connected, community-wide system that supports people at every stage — from prevention and early intervention to treatment, recovery, and ongoing support.

This work is grounded in the belief that recovery is possible, that stigma has no place in a healthy community, and that the strongest systems of care are built together.

Prevention and Early Intervention

The most effective response to substance use begins before a crisis occurs. C3PH supports evidence-informed prevention strategies that build protective factors across the lifespan — from programs that strengthen resilience in young people to community education that shifts social norms around alcohol and substance use. We work across Carroll County to raise awareness, reduce risk factors, and connect people to support early, before challenges become crises.

Access to Treatment and Recovery Support

Getting help should not be complicated. C3PH facilitates partnerships among prevention, treatment, and recovery providers across Carroll County to reduce barriers, improve communication, and make it easier for people to find and access the care they need. We work to identify gaps in services and strengthen the connections between providers so that someone seeking help encounters a coordinated system — not a confusing maze.

Our approach is guided by the principles of Resiliency and Recovery Oriented Systems of Care (RROSC) — a framework that centers the whole person and supports long-term wellbeing, not just short-term stabilization.

Overdose Prevention and Harm Reduction

Saving lives is the first priority. C3PH distributes naloxone — the medication that reverses opioid overdoses — along with overdose prevention education and harm reduction resources throughout Carroll County. We work to reach individuals and communities at highest risk, partnering with healthcare providers, first responders, community organizations, and local businesses to ensure that life-saving resources are available where people are.

Harm reduction is not about enabling substance use — it is about keeping people alive and connected to care until they are ready and able to access treatment and recovery support.

Behavioral Health and Whole-Person Care

Substance use and mental health are deeply connected. In Carroll County, as in many rural communities, behavioral health providers are stretched thin and access to specialized care can require long travel times or extended wait lists. C3PH supports efforts to integrate behavioral health into primary care settings, expand awareness of available resources, and reduce the stigma that too often keeps people from seeking help.

We believe that mental health and substance use care belong together — and that every Carroll County resident deserves access to compassionate, whole-person support.

Community Planning and Accountability

C3PH does not work in isolation. Our CoC work is guided by a data-driven regional strategic plan that is regularly updated with input from community partners, service providers, and residents. We track what is working, identify where gaps remain, and report on our progress publicly each year. This commitment to transparency and accountability ensures that our work stays rooted in the real needs of Carroll County.
